Kay Crews is a highly respected professional parliamentarian, and holds both the CERTIFIED PROFESSIONAL PARLIAMENTARIAN-TEACHER® credential (CPP-T) and the Professional Registered Parliamentarian credential (PRP). She has served as President of the American Institute of Parliamentarians (AIP), and currently, she directs AIP’s Accrediting Department.

Kay also played a key role in modernizing parliamentary practice as Project Manager for the AIP Standard Code of Parliamentary Procedure (2nd ed.) She chaired the Joint Committee on the Review of the Code of Ethics in 2020. Under her guidance, this committee—comprising members from both the National Association of Parliamentarians and AIP—developed the Joint Code of Professional Responsibility, now the universally recognized ethical standard for parliamentary professionals.

Beyond her institutional leadership, Kay is a highly sought-after parliamentarian, known for her precision and professionalism in roles such as presiding officer, recording secretary, timekeeper, and teller. She also provides expert services, including parliamentary opinions, script development, and bylaw drafting, helping organizations navigate complex procedural matters with confidence and clarity.

What Are Those Letters, and What Do They Mean?

American Institute of Parliamentarians (AIP)

CERTIFIED PROFESSIONAL PARLIAMENTARIAN® Credential

Kay Crews holds the CERTIFIED PROFESSIONAL PARLIAMENTARIAN-TEACHER® credential, and has led the Department that administers that program since 2019.

A candidate for the CERTIFIED PROFESSIONAL PARLIAMENTARIAN® credential must already hold the CERTIFIED PARLIAMENTARIAN® credential, must obtain a minimum score of 90% on an oral examination, and must earn an additional 30 service points in areas such as parliamentary education, service to AIP, and parliamentary services.

The CERTIFIED PROFESSIONAL PARLIAMENTARIAN® examination is conducted in the presence of an audience of AIP members by three examiners who hold the CERTIFIED PROFESSIONAL PARLIAMENTARIAN® credential.

The examination consists of two parts. One part tests parliamentary theory and the ability of the candidate to explain concepts and procedures to an assembly. The other part is a presiding demonstration.

National Association of Parliamentarians (NAP)

Professional Registered Parliamentarian

To obtain the Professional Registered Parliamentarian (PRP) credential, a parliamentarian must have already achieved the Registered Parliamentarian credential and complete a Professional Qualifying Course. This credential is based exclusively on mastery of Robert’s Rules of Order Newly Revised.
